What is good about PC is that non botters can enjoy the season early on, while console gets hit with all primals from the get go so you never really have a chance at the leaderboard. An additional few thousand paragon from botting an entire season is a lot more stats than what primals give you. X1 and PS4 do have exploits in seasonal, but I'd argue they are less impactful than bots. They supposedly have new hacked items people on 360 and ps3 couldnt make back then. They were generally easy to identify because they had 10k paragon, and I haven't seen someone like that in years though I have only seen like 2 people in public games in the last year (I barely play public ns). They supposedly cleaned house on a lot of them, it is hard to know for sure because barely anyone plays non seasonal public games anymore. There are some hacked items in nonseasonal that were transferred from Xbox360 and PS3 save files. It would be a big deal again if Blizzard tried it on consoles, and unlike, say, Fortnite or Overwatch, Blizzard can't really point to multiplayer as a good reason why you can't play the game while on a car trip. It was a big deal and a major detracting point from Diablo 3 at launch that it was always-online and would become locked to your account once activated, those things were not common at the time. For the Switch in particular, you can play it while sitting in a closed bathroom, an elevator, or on an airplane so requiring always-online server connections would be especially unsellable. They put them in their living rooms far away from WiFi instead of in offices or wherever their router is - it's more important to be near the TV than to be near the router. Consoles are cheaper, people run them in places with crappy 2mb download speeds, or no internet at all. It's that many console players won't put up with always-online single player games that require stable internet connections. I think the main issue isn't server costs.
